1. Checking internet connection
The hotspot feature in Windows 10 Mobile is only designed to work if your computer can access the Internet through the wired or wireless network you are connecting to. If the network to which your computer is connected is marked No Internet, Secure, the mobile network access point is grayed out.

In this case, check and fix the problems with the router if the device is connected to a wireless network. You can move the computer closer to the router or vice versa, i.e., move the router towards the computer. Rebooting the router may also help. And if nothing changes, contact your provider to see if the network is down.
Other network errors (such as Network not identified) may also cause Mobile Hotspot to not work on a Windows 10 computer.
2. Deactivate flight mode
When Airplane Mode is enabled on your Windows 10 computer, all wireless connections – Wi-Fi, Bluetooth, mobile data – on your device are paused. This also makes the Mobile Hotspot feature unusable.

So if Mobile Hotspot is not grayed out on your Windows 10 PC or laptop, check if Airplane Mode is disabled.
There are several ways to disable airplane mode on Windows 10. Let’s see.
From the taskbar
Step one: Tap the airplane icon in the lower-left corner of the taskbar.

Step one: Touch the label in the lower left corner of the screen.

This will open the Windows Action Center. Now proceed to deactivate flight mode.
Step two: If the airplane icon is on a blue background, it means that airplane mode is activated. Press the icon to turn off the flight mode.

It’s a long hack, but it’s also a way to disable airplane mode on a Windows computer.
Step one: Start the Windows settings menu and select Network and Internet.

Step two: Then press Flight Mode in the left menu.

Step three: Finally, turn off the switch just below the Airplane Mode option.

Now connect your computer to a wired or wireless network and check that the Mobile Hotspot is grayed out.
3. Resetting network settings
This may also help to resolve a network issue related to the Mobile Hotspot being grayed out on your computer. Resetting the network settings will prevent all previous configurations of your PC’s Bluetooth, Wi-Fi, VPN and Ethernet connections. Step two: Scroll to the bottom of the Status menu and select Reset network.

Step three: Press the Reset Now button to continue.

Message: As you can see in the image above, your computer will reboot – maybe more than once. It also removes network adapters, but reinstalls them. So you don’t have to worry.
4. Restarting the Windows Mobile Hotspot Service
In the rare case that the Mobile Hotspot remains gray despite applying the patches described above, try running the Windows Mobile Hotspot Service (again) through the Microsoft Management Console. Here’s how.
Step one: Start the Windows Runtime window with the Windows key + R shortcut.
Step two: Then, in the Open services.msc dialog box, type and hit the Enter key on your keyboard or OK.
