Try restarting the console
To fix this bug completely, update your PS4 to the minimum version allowed by Sony for offline use. But since we recommend updating the PS4 user interface, let’s start by getting the console working.
In Safe Mode, select the PS4 restart option and press the X button on the Dualshock 4 controller. Your PS4 should now reboot without any problems.

Restore default PS4 parameters
You can also try to restore your PS4’s default settings. Boot your PS4 into Safe Mode and select the Restore Defaults option.
